Powers of entry of Ministry's officers. 43. An officer of the Ministry or of the Ministry of Agriculture authorised in writing shall, for the purpose of ascertaining whether there is or has been any contravention of the provisions of this Act or of any regulation or order made thereunder, being provisions which that Ministry is required or empowered to enforce, have the like powers of entry as are exercisable under section forty-one or section forty-two by an authorised officer of a [district council]; and in relation to such an authorised officer of the Ministry or of the Ministry of Agriculture, the reference in sub-section (3) of section forty-one to the [council] shall be construed as a reference to the Ministry or, as the case may be, the Ministry of Agriculture.
