Purchasing or having in possession certain paper before it has been duly stamped and issued. 10. Every person shall be guilty of a misdemeanour and on conviction thereof shall be liable to imprisonment, ..., for any term not exceeding two years, who, without lawful authority or excuse the proof whereof shall lie on the accused, purchases, receives, or knowingly has in his custody, or possession (a)Any special paper provided and used for making Treasury bills or London county bills or any Revenue paper before such paper has been duly stamped, signed, and issued for public use: (b)Any die peculiarly used in the manufacture of any such paper.
