23. The accounts (other than Appropriation Accounts) which the Comptroller and Auditor-General is required by or under this Act to examine shall be prepared and rendered to him by such Departments or (in the case of accounts not relating directly to the receipt or expenditure of public funds) by such persons as may be prescribed and in accordance with the prescribed regulations. If, in the course of any examination of accounts to which this section applies, any question arises between the Comptroller and Auditor-General and the [Department or person prescribed to render the account], it shall be referred to the Ministry of Finance, whose decision thereon shall be final.
