Expenditure. 6.(1) Except as otherwise provided by or under regulations made under section one of this Act with the approval of the Ministry of Finance, no grants shall be payable under the Civil Defence Acts in respect of expenditure incurred for civil defence purposes. (2) Subject to ... any such regulations as are referred to in the preceding sub-section, all expenditure incurred with the approval of the Ministry of Finance by or under the diriction of the Ministry in carrying into effect the provisions of this Act or any provisions of the Civil Defence Acts shall be defrayed out of moneys provided by [the Parliament of the United Kingdom].
