Indictments for injury, &c. to property of commissioners. 64. The commissioners may prefer a bill of indictment against any person who shall steal or wilfully injure any property or thing belonging to the commissioners, or under their management, or institute any other proceeding which may appear to them necessary for the protection of such property, .... And with respect to the appointment and accountability of the officers of the commissioners:
