Election not to be void for want of title in presiding officer. 34. No election of commissioners shall be liable to be questioned by reason only of any defect in the title, or any want of title, of the person by or before whom such election shall have been held; provided that such person have been actually appointed to preside, or have been acting in the office giving the right to preside at such election.
