Proof of debts in bankruptcy. 102. And with respect to the proof of debts in bankruptcy ..., if any person against whom the commissioners have any claim or demand become bankrupt, ..., the clerk or treasurer of the commissioners, in all proceedings against the estate of such bankrupt ..., or under any fiat, sequestration, ... against such bankrupt ..., may represent the commissioners, and act in their behalf, in all respects as if such claim or demand had been the claim or demand of such secretary or treasurer, and not of the commissioners.
