Power of inspection. 168.(1) A person authorised by the Ministry may, on production if required of his credentials, at any reasonable time enter any premises in which a child is maintained under this Act and (a)inspect the premises; and (b)make such examination into the state and management thereof and the condition and treatment of children therein as he thinks requisite. (2) If any person wilfully obstructs a person authorised as mentioned in subsection (1) in the execution of his duties under this section he shall be guilty of an offence and shall be liable on summary conviction to a fine not exceeding #50. (3) A refusal to allow a person authorised as mentioned in subsection (1) to enter the premises shall, for the purposes of section 32, be deemed to be a reasonable cause to suspect that a child or young person in the premises is being neglected in a manner likely to cause him unnecessary suffering or injury to health.]
