Mode of provision of accommodation and maintenance. 113.(1) Where a child is in the care of [the Ministry of Home Affairs], it shall be the duty of that [Ministry] to exercise their powers with respect to him so as to further his best interests, and to afford him opportunity for the proper development of his character and abilities. (2) In providing for a child in their care [the Ministry of Home Affairs] shall make use of facilities and services available for children in the care of their own parents and, in particular, shall ensure that no child in their care is deprived of the utmost benefits available under the enactments relating to health, education and employment services.
