Directors' report. 83.(1) A copy of every balance sheet, including every document required by law to be annexed to it, which is to be laid before a building society at the annual general meeting, together with a copy of the auditors' report and of the directors' report, shall, not less than twenty-one days before the date of the meeting, be sent to the registrar, and to every member of the society, other than a member who, at the end of the financial year to which the balance sheet relates, does not hold shares in the society to the value of twenty-five pounds or more. (2) Any member of a building society, whether he is or is not entitled to have sent to him copies of the society's balance sheets, and every depositor in a building society, shall be entitled, on demand and without charge, to be furnished with a copy of the last balance sheet of the society, including every document required by law to be annexed to it, together with a copy of the auditors' report and of the directors' report. (3) If default is made in complying with subsection (1), or if, when any person makes a demand for any document with which he is by virtue of subsection (2) entitled to be furnished, default is made in complying with the demand within seven days after the demand is made, the building society, and every officer of the society who is in default, shall be liable on summary conviction to a fine not exceeding two hundred pounds.
