18.(1) Two or more building societies may unite and become one society, with or without a dissolution or division of the funds of any one or more of those societies, if (a)the terms of the union are approved by a special resolution of each of the societies, and (b)the union obtains the consent in writing of the holders of not less than two-thirds of the whole number of shares in each society, whether they are present at the meeting or not, or the union is confirmed under section 20(4). (2) Notice of any union of building societies shall be sent to the registrar and shall be registered by him. (3) If a building society fails to send to the registrar a notice which it is required to send to him under subsection (2), the society, and every officer of the society who is in default, shall be liable on summary conviction to a fine not exceeding two hundred pounds.
