9. Where by any enactment any authority, body or person is empowered to grant special licences for the solemnization at any convenient times or places of marriages between persons of whom one or both belongs, or belong, to any church or religious denomination specified in the enactment, the Governor may on the recommendation of the Registrar General appoint any person nominated by that authority, body or person to exercise that power as deputy in, or in respect of, such district and subject to such terms and conditions as shall be specified in the instrument of appointment.
