Power to supply water without charge or on reduced terms. 14. Any commissioners of waterworks, trustees of waterworks, water companies, canal companies, gas companies, and other corporations, bodies, and persons having the management of any waterworks, canals, reservoirs, wells, springs, and streams of water, and gas works respectively, may, in their discretion, grant and furnish supplies of water for such public baths and washhouses and open bathing places, either without charge or on such other favourable terms as they shall think fit.
