1.(1) A person shall not carry on business or act as a bookmaker or hold himself out or represent himself to be a bookmaker unless he holds a valid and subsisting licence (in this Part referred to as "a bookmaker's licence") issued to him under section four permitting him to carry on the business of a bookmaker and any person who holds a bookmaker's licence is in this Part referred to as "a licensed bookmaker". (2) A person who acts in contravention of sub-section (1) shall be guilty of an offence and shall be liable on summary conviction for a first offence to a fine of not less than one hundred pounds nor more than five hundred pounds and for a second or subsequent offence to such fine and to imprisonment for a term not exceeding three months.
