a copy of a representation made to the Royal Court on the 5 March 1999,

JUDGMENT
BAILIFF: Advocate Winchester was appointed to represent Mr Young under the Legal Aid Scheme in relation to proceedings brought against him in 1994. It appears that the representation made by Advocate Winchester concerned the Legal Aid Certificate under which he was appointed to act. Initially Advocate Winchester was refusing to comply with the certificate, but that refusal was withdrawn according to the representation on or about the 19 March 1999. The present position therefore is that Advocate Winchester is representing Mr Young. Mr Young is entitled to apply to the Judicial Greffier for a copy of Advocate Winchesters representation which is now a public document. He has not however been able to show any grounds for asserting that he has a legal right to require Advocate Winchester to provide him with copies of correspondence relating to that representation. The representation is accordingly dismissed.
