Planning Law-planning policy-permission inconsistent with Island Plan-decision to grant planning permission for construction of garage in Coastal National Park unreasonable if inconsistent with strongest presumption in Island Plan Policy NE 6 against new development and no sufficient justification (as required under Planning and Building (Jersey) Law 2002, art. 19(3))-cosmetic matters such as design and siting of proposed garage and enhancement of landscape cannot be sufficient justification
