Criminal Procedure-stay of proceedings-abuse of process-Royal Court may refuse to stay proceedings for abuse of process if grave police misconduct (i.e. obtaining evidence overseas by unauthorized intrusive surveillance and deception of Jersey and foreign authorities) outweighed by seriousness of offence charged (conspiracy to import large quantity of drugs); sophisticated drug dealer; advised by Law Officers' Department that evidence probably admitted; no intention to mislead trial court or accused that evidence obtained lawfully; and real urgency
