Mental Health-legal proceedings-leave to bring proceedings-under Mental Health (Jersey) Law 1969, art. 50, leave of Superior Number required to bring proceedings concerning act done in pursuance of Law, including alleged failure by Health and Social Services Minister to provide safe accommodation for person with mental disorder-proceedings brought without leave void-Law needs reform to restrict immunity under art. 50 to staff working with mentally disordered persons, not Minister-reform also needed so that leave to be granted by judge not Superior Number
