Civil Procedure-costs-security for costs-general practice of ordering security under Royal Court Rules 2004, r.4/1(4) only against non-resident plaintiffs is discrimination on ground of "status" under art. 14 of European Convention on Human Rights, in impeding right of access to courts under art. 6-practice pursues legitimate aim of avoiding prejudice to successful defendant if difficult to recover costs, but not proportionate-security against non-resident plaintiffs to be assessed on individual basis and only granted if real need-easy to enforce costs order against UK plaintiff
