States have privileges necessary to allow them to function as legislative assembly, including regulation of own internal proceedings, e.g. suspension of member for misconduct-court may determine whether sanction available but not inquire into its exercise, proper interpretation of Standing Orders, whether misconduct established or whether sanction used in good faith or in accordance with natural justice
