The Private Security Authority, in exercise of the powers conferred on it by section 51 (as amended by the Civil Law (Miscellaneous Provisions) Act 2011 (No. 23 of 2011)) of the Private Security Services Act 2004 (No. 12 of 2004), with the consent of the Minister of Justice, hereby makes the following regulations: | ||||||||||||
1. These Regulations may be cited as the Private Security (Licensing and Qualifications) (Amendment) Regulations 2024. | ||||||||||||
2. These Regulations come into operation on the 8th May 2024 | ||||||||||||
3. The Private Security (Licensing and Qualifications) Regulations 2022 ( S.I. No. 574 of 2022 ) are amended – | ||||||||||||
(a) in Regulation 4 by inserting the following definition: | ||||||||||||
“‘enforcement guard’ has the meaning assigned by the Act”; | ||||||||||||
(b) in Regulation 5 by substituting the following paragraphs for paragraphs (b) and (c): | ||||||||||||
“(b) enforcement guard licence, | ||||||||||||
(c) private investigator licence, | ||||||||||||
(d) security guard (guarding) licence.”; | ||||||||||||
(c) in Regulation 6 by substituting the following for paragraph (a): | ||||||||||||
“(a) Following are the qualifications to be held by the following categories of licensee, in so far as those qualifications are applicable to the licensee concerned: | ||||||||||||

(d) by substituting the following for Regulation 7: | ||||||||||||
“7. Upon the making of these Regulations, a person holding a door supervisor licence or security guarding licence will be allowed to continue to do so until their scheduled renewal date. On renewal such persons will be required to have completed the prescribed training course and apply for an enforcement guard licence.”. | ||||||||||||
The Minister for Justice consents to the making of the foregoing Regulations. | ||||||||||||
