I, SHANE ROSS, Minister for Transport, Tourism and Sport, in exercise of the powers conferred on me by
sections 5
(1) and
42
(2)(c) (inserted by
section 10
of the
Road Traffic Act 2006
(No. 23 of 2006)) of the
Road Traffic Act 1961
(No. 24 of 1961) and the National Roads and Road Traffic (Transfer of Departmental Administration and Ministerial Functions) Order 2002 (
S.I. No. 298 of 2002
) (as adapted by the Transport (Alteration of Name of Department and Title of Minister) Order 2011 (
S.I. No. 141 of 2011
)), hereby make the following regulations:

1. (1) These Regulations may be cited as the Road Traffic (Licensing of Drivers) (Amendment) Regulations 2018.
|
| |
(2) These Regulations come into operation on 9 April 2018.
|
| |
2. Regulation 54(1) of the Road Traffic (Licensing of Drivers) Regulations 2006 (
S.I. No. 537 of 2006
) is amended—
|
| |
(a) in subparagraph (l), by the deletion of “or”,
|
| |
(b) in subparagraph (m), by the substitution of “a registration certificate, or” for “a registration certificate.”, and
|
| |
(c) by the insertion of the following subparagraph after subparagraph (m):
|
| |
“(n) a public services card (within the meaning given to it by
section 263
(1) (inserted by
section 9
(1) of the
Social Welfare and Pensions Act 2010
(No. 37 of 2010)) of the
Social Welfare Consolidation Act 2005
(No. 26 of 2005).”.

These Regulations amend the driver licensing regulations to provide for the use of the Public Services Card (PSC) as form of identity verification in the driving licence application process. The PSC will be one option for identity verification, as an alternative to other forms of identity documentation already accepted in the process.
