I. Joe Walsh, Minister for Agriculture, Food and Rural Development, in exercise of the powers conferred on me by sections 3 and 30, and in relation to Article 5 of this Order, sections 5, 27(a) and 28(a), of the Diseases of Animals Act, 1966 (No. 6 of 1966) (as adapted by the Agriculture and Food (Alteration of Name of Department and Title of Minister) Order, 1999 ( S.I. No. 307 of 1999 )), hereby order as follows: |

1. This Order may be cited as the Diseases of Animals Act, 1966 (Foot-and-Mouth Disease) (Miscellaneous Amendments and Revocations) Order, 2001. |
||||||
2. The Foot-and-Mouth Disease (Restriction on Movement) (No.3) Order, 2001 ( Diseases of Animals Act, 1966 (Foot-and-Mouth Disease) (Import Restrictions) (No. 2) Order, 2001 ( S.I. No. 83 of 2001 ) are revoked. |

3. Each of the following Orders shall be construed as not including a reference to France, that is to say. - |
||||||
(a) the Foot-and-Mouth Disease (Restriction of Import of Vehicles. Machinery and Other Equipment) Order, 2001 ( S.I. No. 51 of 2001 ), and |
||||||
(b) the Foot-and-Mouth Disease (Restriction of Import of Horses and Greyhounds) (No. 2) Order, 2001 ( S.I. No. 85 of 2001 ). |

4. The Foot-and-Mouth (Restriction on Movement (No. 4) Order, 2001 ( S.I. No 63 of 2001 ) is amended by the deletion in the definition of “area” (inserted by the Foot-and-Mouth (Restriction on Movement) (No. 4) (Amendment) Order, 2001 ( S.I. No 91 of 2001 )), of “(other than the area to which the Foot-and-Mouth Disease (Restriction on Movement) (No. 3) Order, 2001 ( S.I. No 62 of 2001 ) applies)”. |

5. The Diseases of Animals Act, 1966 (Restriction on Movement of Certain Animals) Order, 2001 ( S.I. No. 121 of 2001 ) is amended, in Article 3(1), by the deletion of “unless the animal is moved directly”. |

6. The Diseases of Animals Act, 1966 (Foot-and-Mouth Disease) (Import Restrictions) (No. 3) Order, 2001 (S.I. 108 of 2001) is amended, in Article 2(1), by - |
||||||
(a) the substitution for the definition of “restricted areas” of the following definition - |
||||||
“‘restricted areas”’ means the Kingdom of the Netherlands and |
||||||
(b) the insertion of the following definition - |
||||||
“’Netherlands” means the Kingdom of the Netherlands other than the restricted areas.”. |
||||||
7. The Diseases of Animals Act, 1966 (Foot-and-Mouth Disease) (Import Restrictions) (No. 4) Order, 2001 (S.I. 118 of 2001) is amended, in Article 2(1), by the substitution for the definition of “restricted areas” of the following definition -- |
||||||
“’restricted areas” means Great Britain and the Districts of Mourne and Newry in Northern Ireland. |

Explanatory Note |
||||||

The effect of this Order is: |
||||||
(a) to remove restrictions on certain imports from France imposed due to the foot-and-mouth disease situation, |
||||||
(b) to remove the “protection zone” around Proleek, Co. Louth while retaining the wider “surveillance area”, |
||||||
(c) to amend rules relating to movement of certain animals within the State, and |
||||||
(d) to amend rules relating to imports from the United Kingdom and the Netherlands. |
