INLAND POST AMENDMENT (NO. 60) SCHEME, 1999 |
||||||||||||||
An Post, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 ( No. 24 of 1983 ), hereby makes the following Scheme: |

1. (1) This Scheme may be cited as the Inland Post Amendment (No. 60) Scheme, 1999. |
||||||||||||||
(2) This Scheme shall be operative with effect from the 1st day of March 1999. |
||||||||||||||
2. In this Scheme “the Principal Warrant” means the Inland Post Warrant, 1939 ( S.I. No. 202 of 1939 ) as amended. |
||||||||||||||
3. Words defined in the Principal Warrant shall have the same meaning in this Scheme. |
||||||||||||||
4. This Scheme applies to postal packets in respect of which arrangements have been made to achieve cost savings for An Post and the sharing of these savings with the sender and which comply with the provisions and restrictions of this Scheme and to which, by virtue of an arrangement between An Post and the sender thereof, this Scheme applies. |
||||||||||||||
5. Senders seeking to make an arrangement with An Post shall provide to An Post or at An Post”s option allow An Post to inspect in the senders” premises samples of the type of postal packets they intend sending showing the size, shape, weight, colour, location of address, return address and Ceadúnas stamp and where relevant the proposed method of presentation of the postal packets and where relevant the machinery used to print, fold, envelope and address such postal packets. |

6. There shall be charged and paid upon packets posted under this scheme the rates specified at (1) of the First Schedule to the Principal Warrant. Subject to adherence to the qualifying criteria as specified in the First or Second Schedule to this Scheme the sender shall benefit from the rebate per postal packet specified in that schedule. Notwithstanding the provision of Regulation 10 of the Principal Warrant all postal packets shall carry a prepaid Ceadúnas impression approved by An Post. |

7. Postal packets qualifying for rebates under this Scheme may be posted for delivery within the State only. |
||||||||||||||
8. No postal packet posted in the Postaim Service, Publicity Post Service, Registration Service, Swiftpost Service, Special Publishers Service or Loyalty Mail Service or any matter which constitutes a communication within the meaning of the Presidential Elections Free Postage Regulations, 1959, the Seanad Elections (University Members) Free Postage Regulations, 1961, the Dáil Elections Free Postage Regulations, 1961, the European Assembly Elections Free Postage Regulations, 1979, or a communication in connection with Local Elections will qualify for rebates under this Scheme. |

9. An Post may inspect part or all of any mailing to determine compliance with the provisions of this Scheme. If any mailing is found not to comply with the criteria set out in the First Schedule or the Second Schedule to this Scheme and if the sender has previously received a written notice from An Post detailing the manner in which a previous mailing has not complied with the said criteria, An Post may withhold any rebate due in respect of that mailing and all postal packets posted therein shall be charged the rates specified at (1) of the First Schedule to the Principal Warrant. |

10. Without limitation to An Post's rights in law the value of any cages, bags or trays or other property of An Post lost or damaged by the sender shall be deducted from the rebates due to the sender. |

11. Only postal packets which would otherwise be charged and paid under the rates specified at (1) in the First Schedule to the Principal Warrant shall qualify for rebates under this Scheme |

FIRST SCHEDULE Pre-Sortation -- Standard Terms and Conditions |
||||||||||||||
1. Qualifying postal packets shall be posted for delivery within the State, at a designated access point or collected by An Post by prior arrangement. Mailings shall be presented in trays, cages or mail bags as per the specification agreed by An Post with the sender. |
||||||||||||||
2. The minimum qualifying volume is 2,000 items per each unique posting event all originating from a single sender. |
||||||||||||||
3. The normal posting days will be Monday to Friday unless by special arrangement between the sender and An Post. Latest posting times apply. |
||||||||||||||
4. Postal packets must be of similar size, weight and general specification. All postal packets must be “Mailmover Compliant” details of which shall be supplied to the sender and varied by An Post from time to time with a minimum Optical Character Recognition read rate of 85%. Postal Packets of above C5 size which are otherwise “Mailmover Compliant” are qualifying postal packets for the purposes of this Scheme. |

5. Pre-Sortation rebates shall only apply to prepaid Ceadúnas mail. |
||||||||||||||
6. All postal packets shall be sealed and the return address of the sender shall appear on the top left corner on the address side of each postal packet. Undelivered postal packets shall be delivered to the return address free of any additional postal charges. |
||||||||||||||
7. Postal packets shall be pre-sorted to the required presort specifications supplied from time to time by An Post and achieve a minimum quality target of 95% accuracy. Postal packets for each destination shall be faced, bundled separately (in bundles exceeding 10 items but not exceeding 50 items) and labelled to their destination. All bundles for each seperate destination shall be placed in a tray, mail bag and cage as dictated by An Post and labelled to that particular destination. |

8. A rebate of 3 pence per item for qualifying postal packets shall apply. |
||||||||||||||
9. Pre-Sortation arrangements must be agreed in writing between the sender and An Post in advance of any postings. |
||||||||||||||
SECOND SCHEDULE Early Presentation -- Standard Terms and Conditions |
||||||||||||||
1. Qualifying postal packets shall be posted for delivery within the State, at a designated mail access point or collected by An Post by prior arrangement. Mailings shall be presented in trays, cages or mail bags as per the agreed specification notified to the sender from time to time. |
||||||||||||||
2. The minimum qualifying volume is 2,000 items per each unique posting event all originating from a single sender. |
||||||||||||||
3. The normal posting days will be Monday to Friday unless by special arrangement between the customer and An Post. Postal packets shall be available for collection before 11.00 a.m. or presented at the designated access point by 12 noon. Postings after 12 noon may be accepted as Early Presentation mail for the following working day. |
||||||||||||||
4. Postal packets shall be of similar size, weight and general specification. All postal packets must be “Mailmover Compliant” details of which shall be supplied to the sender and varied by An Post, from time to time, with a minimum OCR read rate of 85%. Postal Packets of above C5 size which are otherwise “Mailmover Compliant” are qualifying postal packets for the purposes of this Scheme. |

The purpose of this Scheme is to provide a means whereby rebates can be paid to customers of An Post who comply with the criteria herein for Early Presentation/Pre-Sortation of mail. |
