SCHOOL ATTENDANCE ACT, 1926. SCHOOL ATTENDANCE COMMITTEES (QUALIFICATIONS OF OFFICERS) ORDER, 1931. | ||
WHEREAS it is enacted by sub-section (5) of section 11 of the School Attendance Act, 1926 (No. 17 of 1926), that no person shall be appointed by a school attendance committee to be an officer of such committee unless he possesses such qualifications as shall be prescribed by the Minister for Education, after consultation with the Minister for Local Government and Public Health, as the necessary qualifications for such officer of such committee : | ||
AND WHEREAS it is enacted by section 23 of the said Act that the Minister for Education may be order prescribe any matter or thing which is in that Act referred to as prescribed or to be prescribed : | ||
AND WHEREAS the Minister for Education, before making this Order, consulted the Minister for Local Government and Public Health in regard thereto : | ||
NO I, John Marcus O'Sullivan, Minister for Education, in exercise of the powers conferred on me by the School Attendance Act, 1926 (No. 17 of 1926), and of every and any other power me in this behalf enabling do hereby order as follows:— | ||
1. This Order may be cited for all purposes as the School Attendance Committees (Qualifications of Officers) Order, 1931. | ||
2. The Interpretation Act, 1923 (No. 46 of 1923), applies to the interpretation of this Order in like manner as is applies to the interpretation of an Act of the Oireachtas. | ||
3. The following qualifications shall, for the purpose of sub-section (5) of section 11 of the School Attendance Act, 1926 , be the necessary qualifications for every person appointed by a school attendance committee to be an officer (other than the chief executive officer) of such committee, that is to say | ||
(a) being, to the satisfaction of such committee, on the 1st day of January next before the making of the appointment— | ||
(i) in the case of a person who is or has been the chief executive officer of a school attendance committee, not less than twenty-one years nor more than forty-five years of age, or | ||
(ii) in the case of any other person, not less than twenty-one years nor more than thirty-five years of age, | ||
(b) possessing, to the satisfaction of such commitee, a competent knowledge of so much of the subjects of Irish, English, and Arithmetic as is comprised in the courses for the time being prescribed for the Seventh Standard of National Schools, | ||
(c) possessing, to the satisfaction of such committee, a competent knowledge of the School Attendance Act, 1926 , and the orders and regulations made thereunder, | ||
(d) having, to the satisfaction of such committee, a good general education, | ||
(e) being, to the satisfaction of such committee, in good health, | ||
(f) being, to the satisfaction of such committee, of good character. | ||
