Summary:The Investigator varied the Council's decision. She annulled its decision to refuse access to one category of records under section 15(1)(a) of the FOI Act on the basis that it had not satisfied her that reasonable searches had been undertaken to locate them. She directed the Council to carry out a new decision-making process on this part of the applicant's request.
