The Issues in the Case
a. The applicant's contention that the Tribunal Member engaged in unwarranted speculation that the applicant's husband may have been engaged in criminal activity; and
b. A finding by the Tribunal Member that it was not credible that the State would ask the applicant's husband to assist in a murder conspiracy.

"Why, if it was possible to kill with relative ease, why would it be necessary to recruit someone who they regarded as disloyal or hostile to the authorities and unlikely to be sympathetic to the security forces?"
