If one is being formal, prudent and as precise as possible then, yes, although one can have a fairly clear idea and a good hunch that there is an underlying or an additional component to the person's presentation, but formally as stated in both ICD-10 and DSM4 you cannot make a firm diagnosis of one of these affective disorders in the presence of alcohol or other drugs.
