INDUSTRIAL TRAINING ACT (NORTHERN IRELAND) 1964 - SECT 7



7.(1) An industrial training board shall from time to time, and whenever
directed by the Ministry, submit to the Ministry for the Ministry's approval

(a)proposals for the exercise of the functions conferred on the board by
section 2 and for the establishment of committees under section 3 and the
delegation to them of all or any of those functions; and

(b)proposals for the raising and collection of a levy.

(2) Where an industrial training board

(a)have failed to comply within a reasonable time with a direction of
the Ministry under subsection (1) to submit to the Ministry such proposals as
are mentioned in paragraph (a) or paragraph (b) thereof; or

(b)have submitted to the Ministry such proposals which appear to the Ministry
unsatisfactory;

(3) On the making of an order under subsection (2) the members of the
industrial training board and of any committee appointed by the board shall
forthwith vacate their office and the order may contain such provisions as
seem to the Ministry expedient for authorising any person to act in the place
of the members of the board, or, as the case may be, of the members of any
such committee, during such period, not exceeding six months, as may elapse
before new members are appointed.

(4) While an order under subsection (2) is in force with respect to an
industrial training board paragraph 3 of Schedule 1 and any provision of the
industrial training order made by virtue of paragraph 7(1)(a) of that Schedule
shall not apply in relation to that board, and accordingly (without prejudice
to any provision made under subsection (5)) paragraph 5 of that Schedule shall
not apply.

(5) An order under subsection (2) may contain such incidental or supplementary
provisions as appear to the Ministry to be necessary or expedient.

(6) The Ministry may out of moneys provided by Parliament defray the expenses
of any person acting in the place of the members of an
industrial training board in pursuance of subsection (3) and recover from the
board any expenses so defrayed.
