The Secretary of State for the Environment, as respects England, in exercise of the powers conferred upon him by section 17 of the Housing Act 1996(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Housing (Right to Acquire) (Discount) Order 1997 and shall come into force on 1st April 1997.
(2) In this Order "area" means a "local government area" as defined by section 270 of the Local Government Act 1972(2).
2. The following amounts of discount are specified for the purpose of section 17(1)(a) of the Housing Act 1996 (the right to acquire)-
(a)£16,000 where a dwelling is in one of the areas specified in Schedule 1 to this Order;
(b)£13,500 where a dwelling is in one of the areas specified in Schedule 2 to this Order;
(c)£11,000 where a dwelling is in one of the areas specified in Schedule 3 to this Order;
(d)£10,000 where a dwelling is in one of the areas specified in Schedule 4 to this Order; and
(e)£9,000 where a dwelling is in one of the areas specified in Schedule 5 to this Order.

This Order specifies the amount of discount for the purposes of section 17 of the Housing Act 1996 (the right to acquire). Tenants of registered social landlords who have a right to acquire their homes under sections 16 and 17 of the 1996 Act will be able to do so with a discount from the purchase price. The amount of the discount will vary according to the area in which the dwelling is situated.
See S.I. 1996/1875. Southend-on-Sea and Thurrock will cease to form part of Essex on 1st April 1998 and will become counties.
See S.I. 1996/1876. Rochester upon Medway will cease to form part of Kent on 1st April 1998 and will become comprised in the new county of Medway Towns.
All these areas are affected by structural and boundary change orders made under section 17 of the Local Government Act 1992. See S.I. 1995/493, 1995/1770, 1995/1776, 1995/1771.
See S.I. 1996/1878. Peterborough will cease to form part of Cam bridgeshire on 1st April 1998 and will become a county.
See S.I. 1996/1863. Halton and Warrington will cease to form part of Cheshire on 1st April 1998 and will become a county.
See S.I. 1996/1865. Plymouth and Torbay will cease to form part of Devon on 1st April 1998 and will become counties.
See S.I. 1996/1867. The county of Hereford and Worcester and the districts of Hereford, Leominster, Malvern Hills and South Herefordshire will be abolished on 1st April 1998 and replaced by the new county of Worcestershire (comprising the existing districts of Bromsgrove, Redditch, Worcester, Wychavon and Wyre Forest and a new district of Malvern Hills) and the new county and district of Herefordshire.
See S.I. 1996/1876. Gillingham will cease to form part of Kent on 1st April 1998 and will become comprised in the new county of Medway Towns.
See S.I. 1996/1868. Blackburn and Blackpool will cease to form part of Lancashire on 1st April 1998 and will become counties.
See S.I. 1996/1866. The Wrekin will cease to form part of Shropshire on 1st April 1998 and will become a county.
