Whereas the Secretary of State has granted to Windsor Television Limited on 11th April 1991 a licence ("the Licence") under section 7 of the Telecommunications Act 1984(1)("the Act"), to which section 8 of the Act applies, for the running of the telecommunication systems specified in Annex A to the Licence ("the Applicable Cabled Systems"):
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by section 9 of the Act, hereby makes the following Order:-“
1. This Order may be cited as the Public Telecommunication System Designation (Windsor Television Limited) (Iver Heath and Laleham) Order 1991 and shall come into force on 9th September 1991.
2. Each of the Applicable Cabled Systems is hereby designated as a public telecommunication system.

The Secretary of State granted to Windsor Television Limited on 11th April 1991 a licence ("the Licence") under section 7 of the Telecommunications Act 1984 to run the telecommunication systems specified in Annex A to the Licence, in parts of the District of South Buckinghamshire including Iver, Iver Heath, Richings Park and New Denham, and Laleham in the Borough of Spelthorne.
The principal effect of the Licence is to extend the area served by Windsor Television Limited in accordance with a licence granted to that company under section 7 of the Telecommunications Act 1984 on 30th September 1985.
A copy of the Licence was laid before Parliament on 12th August 1991. This Order designates the telecommunication systems specified in Annex A to the Licence as public telecommunication systems. Consequently, by virtue of section 9(3) of that Act, Windsor Television Limited will be a public telecommunications operator in respect of its Iver Heath and Laleham public telecommunication systems when the Order comes into force on 9th September 1991.
