DECISION
"Woven bedspread of quilted fabric. Top layer is 100% cotton, backing 80% polyester 20% cotton, filling 100% polyester. Patchwork design. Packaged in a clear plastic bag for retail sale. Approx measurements 240 cms x 260 cms."
"Mattress supports; articles of bedding and similar furnishing (for example, mattresses, quilts, eiderdowns, cushions, pouffes and pillows) fitted with springs or stuffed or internally fitted with any material or of cellular rubber or plastics, whether or not covered."
"3 When … goods are prima facie classifiable under two or more headings, classification shall be effected as follows—
(a) the heading which provides the most specific description shall be preferred to headings providing a more general description …
(c) when goods cannot be classified by reference to 3(a) or (b), they shall be classified under the heading which occurs last in numerical order among those which equally merit consideration.
4 Goods which cannot be classified in accordance with the above rules shall be classified under the heading appropriate to the goods to which they are most akin."
