Notice of appeal. 12. On the promoters bringing an appeal they shall give notice thereof by advertisement inserted in the [Belfast Gazette] and in the same newspaper or newspapers in which the advertisement required by section one of this Act was inserted by them. On any such appeal the Lord Lieutenant in Council shall, as far as may be requisite, take into consideration all such reports and documents and other things relative to the undertaking as were before [the Department of the Environment] whose disapproval is appealed from, and shall hear in opposition to the appeal any such owner, lessee, occupier, company, person, or inhabitants as aforesaid.
