The Scottish Ministers make the following Order in exercise of the powers conferred by section 3(5) of the Further and Higher Education (Scotland) Act 1992( 1) and sections 7A(1), 7B(2)(a) and (b), 7C(1), 23R(3)(c) and 34(2)(a) of the Further and Higher Education (Scotland) Act 2005( 2) and all other powers enabling them to do so.
In accordance with sections 7A(2), 7B(3) and 7C(6) of the Further and Higher Education (Scotland) Act 2005 they have consulted with the regional strategic bodies and boards of management of the colleges to which this Order relates, the representatives of any trade union which the colleges recognise or which otherwise appears to the Scottish Ministers to be representative of the colleges’ staff, the colleges’ students’ associations, the local authorities for the areas in which the colleges are situated and in which post-16 education bodies provide fundable further or higher education which is funded by the regional strategic bodies, the Scottish Further and Higher Education Funding Council and any other persons appearing to them as likely to be affected by this Order.
1. This Order may be cited as the Regional Strategic Bodies and Regional Colleges (Glasgow and Lanarkshire) Order 2025 and comes into force on 30 July 2025.
2.—(1) Schedule 2A of the Further and Higher Education (Scotland) Act 2005 (regional strategic bodies)( 6) is modified as follows.
(2) In Part 1 (regional boards), the entry for “Regional Board for Glasgow Colleges” is repealed.
(3) In Part 2 (other regional strategic bodies), the entry for “New College Lanarkshire” is repealed.
3. The Scottish Further and Higher Education Funding Council( 7) may take such action as is necessary for the purpose of concluding any outstanding matters associated with the abolition of the Regional Board for Glasgow Colleges.
4.—(1) The following colleges of further education, whose boards of management are established in pursuance of Part 1 of the Further and Higher Education (Scotland) Act 1992, are designated as regional colleges—
(a) the board of management of City of Glasgow College( 8),
(b) the board of management of Glasgow Clyde College( 9),
(c) the board of management of Glasgow Kelvin College( 10),
(d) the board of management of South Lanarkshire College( 11).
(2) The designation of a college of further education as a regional college by paragraph (1) is to remain in effect notwithstanding any change to the name of the college.
5. Paragraphs 3(5), 5(6) and 5D of schedule 2 of the Further and Higher Education (Scotland) Act 1992( 12) are repealed.
6. Omit articles 4 and 5 of the Lanarkshire Colleges Order 2014( 13).
7. Omit article 4 of the Colleges of Further Education and Regional Strategic Bodies (Membership of Boards) (Scotland) Order 2023( 14).
8. The Assigned Colleges (Scotland) Order 2014( 15) is revoked.

This Order abolishes two regional strategic bodies and designates four regional colleges under the Further and Higher Education (Scotland) Act 2005 (“ the 2005 Act”).
Article 2 modifies schedule 2A of the 2005 Act (regional strategic bodies), removing the entries for the Regional Board for Glasgow Colleges and New College Lanarkshire for the purpose of abolishing those regional strategic bodies.
Article 3 gives the Scottish Further and Higher Education Funding Council the power to take any action necessary to conclude any outstanding matters associated with the abolition of the Glasgow Colleges Regional Board.
Article 4 designates as regional colleges the four colleges which had been assigned to the regional strategic bodies abolished by this Order.
Articles 5, 6 and 7 make consequential amendments to schedule 2 of the Further and Higher Education (Scotland) Act 1992, the Lanarkshire Colleges Order 2014 and the Colleges of Further Education and Regional Strategic Bodies (Membership of Boards) (Scotland) Order 2023.
Article 8 revokes the Assigned Colleges (Scotland) Order 2014.
1992 c. 37. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
2005 asp 6. Section 7A was inserted by section 5(1) of the Post-16 Education (Scotland) Act 2013 (asp 12)(“ the 2013 Act”). Section 7B was inserted by section 8(1) of the 2013 Act. Section 7C was inserted by section 8(3) of the 2013 Act.
Section 60(2B) was inserted by paragraph 2(6)(b) of schedule 1 of the 2013 Act.
Section 34(4)(bc) was inserted by paragraph 8(22)(c) of schedule 1 of the 2013 Act.
The powers to make this Order are exercised together by virtue of section 33(2) of the Interpretation and Legislative Reform (Scotland) Act 2010 (asp 10). This Order is subject to the affirmative procedure by virtue of section 33(3) of that Act.
Schedule 2A was inserted by section 8(2) of the Post-16 Education (Scotland) Act 2013 (asp 12)and amended by S.S.I. 2014/250.
The Scottish Further and Higher Education Funding Council was established by section 1(1) of the Further and Higher Education (Scotland) Act 2005 (asp 6)(“ the 2005 Act”).
City of Glasgow College was established by S.S.I. 2004/274(as Glasgow Metropolitan College). The name of the college was changed to City of Glasgow College on 1 August 2012 in accordance with section 3(4) of the Further and Higher Education (Scotland) Act 1992 (c. 37)(“ the 1992 Act”). Section 3(4) of the 1992 Act was amended by section 30 of the 2005 Act. Section 35(1) of the 2005 Act, as relevantly amended by paragraph 8(23)(a)(i) of the schedule to the 2013 Act, provides that “ college of further education” means the governing body of the college.
Glasgow Clyde College was prescribed under section 11(1) of the 1992 Act by S.I. 1992/1597(as Cardonald College). The name of the college was changed to Glasgow Clyde College on 1 August 2013 in accordance with section 3(4) of the 1992 Act.
Glasgow Kelvin College was prescribed under section 11(1) of the 1992 Act by S.I. 1992/1597(as North Glasgow College). The name of the college was changed to Glasgow Kelvin College on 1 November 2013 in accordance with section 3(4) of the 1992 Act.
South Lanarkshire College was prescribed under section 11(1) of the 1992 Act by S.I. 1992/1597(as Cambuslang College). The name of the college was changed to South Lanarkshire College on 1 March 1999 by S.I. 1999/16.
Paragraphs 3(5), 5(6) and 5D were inserted by S.S.I. 2014/250.
