The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 1(1), 1(2)(f), 2(1) and 3(1) and paragraph 6(c) of schedule 2 of the Public Service Pensions Act 2013 (“ the 2013 Act”)( 1) and all other powers enabling them to do so.
In accordance with section 22(2) of the 2013 Act, the Scottish Ministers have consulted the representatives of such persons as appeared to the Scottish Ministers likely to be affected by these Regulations and have laid a report before the Scottish Parliament.
1. These Regulations may be cited as the Firefighters’ Pension Scheme (Amendment) (Scotland) Regulations 2025 and come into force on 1 July 2025.
2. The Firefighters’ Pension Scheme (Scotland) Regulations 2015( 2) are amended as follows.
3. In regulation 110(2)—
(a) in the second column of the table, after “1st April 2018” insert “- 30th June 2025”,
(b) at the end, insert—
“Pensionable pay range for an employment | Contribution rate from 1st July 2025 |
---|---|
Up to £35,000 | 11.73% |
£35,001 to £55,000 | 13.63% |
£55,001 to £142,500 | 14.23% |
£142,501 or more | 15.23% ” |
(c) omit paragraph (2B).

These Regulations amend the Firefighters’ Pension Scheme (Scotland) Regulations 2015 to provide for new member contribution rates, with effect from 1 July 2025.
